The Crop sector is one of the major sectors of agriculture in Nepal. It contributes more than 33% agriculture gross domestic product of the country. This sector is treated as supply driven, as envisaged in the Agriculture Perspective Plan (APP). Therefore, it has become most important to give priority to this sector so that food security and food availability can be assured for growing population. To develop this sector a well organized and managed section under Department of Agriculture was felt necessary and created Crop Development Division in 1995 (2052 v.s.). In addition, it was upgraded into Crop Development Directorate (CDD) in 2000 (2057 v.s.). Under the CDD National Industrial Crop Development Program (NICDEP) and five Regional Seed Testing Laboratories (RSTLs) are working in directions and guidelines of the directorate as sister organizations.
